The decision to launch Douglas-type serial production in the USSR crystallized in the spring of 1936. On April 11, 1936, the Soviet Labour and Defense Council (STO) issued a resolution on the purchase of a DC-3 production license. The final contract with Douglas Soviets signed through Amtorg July 15, 1936.
